A staff member of the Cabinet Intelligence and Research Office named Ameki is kidnapped by a mysterious organization and forced to betray his country. Ameki refuses, but is administered drugs and loses consciousness. When he wakes up, he finds himself in an unfamiliar city—the setting of "Koukyuusei," a galge released 20 years ago.
