In Japan, all creative works are regulated and stories have disappeared from people's daily lives. Shinozaki Mamoru, a member of the Ministry of Health, Labour and Welfare, receives a report that illegal drugs are being traded in such a society and heads to the scene. A world where talent has vanished from television, manga and anime are banned as "inappropriate," and even classical literature is forbidden. The thorough regulations, which once even triggered a civil war, have stripped away people's ability to express their emotions, and the world has fallen silent as if it had lost its voice. What Shinozaki pursues is "Rhetica," a telepathic drug that allows people to communicate their hearts to one another. At an underground bar dealing in this drug, which has been banned because it can be used for terrorism, Shinozaki meets a woman named Aoi.
