"A Tale of Interspecies Exchange" or alternatively: "An Account of Cross-Species Interaction"

The small nation of Persia begins to collapse its towering tower under construction during a year of heavy rains, and suspecting that the will of "God" may be involved, sends envoys to the mature great powers divided east and west across its own territory. This leads to cross-cultural exchange between a dragon from the eastern continent of Akitsu and a dragon from the western continent of Evrope, accompanied by interspecies marriage.
